About CSE

  The China’s Standards of English Language Ability (CSE) was developed by the National Education Examinations Authority(NEEA), in response to the State Council’s Implementation Opinions on Deepening the Reform of Examination and Enrollment System. As a comprehensive English proficiency benchmark covering all educational stages, CSE was first issued in 2018 by the Ministry of Education and the National Language Commission as a national language standard (GF 0018-2018). Since its release, it has been gradually applied in English teaching, learning, and assessment across different educational stages.

  In order to meet the needs of teachers and researchers, NEEA initiated revisions of the CSE since 2019. The main updates include the addition of three groups of new scales, i.e. typical language activities, features of language use, and knowledge of interpreting and translation. The revised CSE was officially released by the Ministry of Education and the National Language Commission on November 26, 2024, and has taken effect since March 1, 2025. The 2024 edition replaces the 2018 edition.
